Winter 2011

HOMELESS MULTI-MILLIONARE FOUND:

All cases are special and unique; but one of the most special of 2011 was the successful locating of an heir to a multi-million dollar fortune.

Making this the most challenging locate was the fact that the subject was a homeless man, living somewhere in the Puget Sound region.

According to the homeless service providers we interviewed, and some of the "locals" on the street, our subject had been seen around the Pioneer Square area several months before we took the case in November of 2010, and it would be ten more months before the efforts paid off. The good news came in the form of a phone call from a major Seattle hospital.

"Do you know this person? He's here now".

The next day, Investigator Liston was at the bedside of the located heir, connecting him with the trust fund holding his inheritance.

Grateful appreciation goes out to all the local homeless service providers who donated space for the DLIS posters and those who selflessly assisted in spreading the word through the homeless network.

Liston serves as WALI Vice President, 2011

In January 2011, Dave Liston was elected to the Vice President position of WALI's Board of Directors.

WALI is Washington's largest and most progressive association of professional investigators.

WALI Legislative Committee chair John Hays has moved from comittee chair to start the bylaws revision committee, and Dave was appointed by the board to the Legislative Committee chair position.

The Legislative committee will continue to move for change in the crippling IVIPS notification letter issue, as well as work with the Washington State Process Servers Association in an advisory role to help craft licsensure legislation for Washington process servers.

Liston's hope is that the two issues can be leveraged into one effort in a way that benefits both PI's using IVIPS and PI's who do process service as a part of their usual businesses.

As a group we are continuing our efforts to reform the Washington State Internet Vehicle and Vessel Information System through the WALI legislative committee, and working to benefit the legal professionals in the association.

If your assignment requires a 3am start time or begins at 11pm and goes all night, you may rest assured that we'll be there, doing whatever it takes to get the video or deliver the data.

Pro Bono at The Defender Association Seattle. Summer 2009

In addition to handling your investigation assignments, Dave will be donating three months of pro bono work to Seattle's Defender Association.

Broadening the scope of DLIS investigations to include criminal cases, the early Summer is budgeted for half of each week at The Defender Association's office in Seattle.

It took some doing to both make room in the DLIS schedule and insure no conflicts at TDA, we've taken steps to ensure that the same attention to detail and fast response you've come to expect on your cases will continue during the Summer quarter.

WALI Legislative Committee. Spring 2009: HB 1900

It started with a bill originated by Senator Mike Carrell (28th Legislative District) as SB 5215, following testemony from many concerned Puget Sound PI's at the DOL hearing on changes for WAC 308-10 in October 2008.

The bill has re-emerged, thanks to Rep. Troy Kelley (Also 28th Legistative District) as House Bill 1900, otherwise titled, "Modifying the notice requirement when an attorney or private investigator requests vehicle owner information."
We are happy to report that the bill passed the House Judiciary committee, received a Senate Judiciary "Do Pass" and now has moved to the Senate calendar for a second reading as of April 7th.

With WALI Judiciary chair John Hays' leadership combined with WALI member Martha Modeen's practical knowledge of how things work in Olympia, this bill has moved from a mere hope in October last year, into what looks like a very promising proposition.

Once out of the Senate Judiciary we expect it to hit the Washington legislature floor for a full vote, and that's when we'll be looking for an all-out effort from our friends in the legal and investigative communities.

You may track the progress of the IVIPS Notification Modification bill here at the Washington State Legislature HB 1900 page. The most current version is linked on the lower-left under AMENDMENTS as "1900-S AMS JUD S2821.1"

Email Tracing and Internet Profiling. Winter 2008

This is a field so new that there isn't an official name for it, so we're calling it "Email Forensics".

It's the Science and Art of turning an email address into a name, discovering the physical origination of emails, profiling user internet habits, and converting an alias into a real person.

Now here and available: Imagine being able to trace origins of a stalker's email and reveal the geographic location of the sender.
What if you were trying to find a suspect and all you had was a single email through a Hotmail account? We can trace them. "This guy is writing these emails from Dallas, Texas."

Dave says, "The field of Email Tracing and Internet Profiling moves private investigation services into a whole new arena, and DLIS is one of a handful of investigators with the capability."

Email Tracing and Internet Profiling. Ready for you now.

WALI CONFERENCE Tulalip, Washington. Fall 2008

DLIS was tapped to provide Logistics services for the WALI Fall '08 conference in Tulalip. Five months of work culminated in three days of professional networking and world-class education for Northwest investigators.

The Washington Association of Legal Investigators really outdid themselves this year, from picking the location at the Tulalip Resort to the world-class speakers, Washington's investigative professionals came away with a wealth of new knowledge.
Many were able to apply what they had learned to ongoing cases before the conference had ended.

Great thanks for all the help donated by Judy St. John, John Hays, and prior chair Matt Combs, who virtually drew the entire blueprint for the conference in Tulalip.
WALI is looking at presenting a two-day conference for next time, in order to allow for one day's breathing room before the inevitable Monday comes.
